Why do we overseed after scarification?

When you scarify your lawn the machine (or rake) is digging into the profile to remove that thatch layer. This happens in lines spaced by the width of the blades.
As a by product of this process a perfect seed bed is created as the optimal depth to plant grass seed is roughly 6mm.
